The "Special Action" clearly states that by 2027, the cumulative scale of industrial equipment renewal will reach 200 billion yuan; by 2027, 500 intelligent manufacturing demonstration scenarios will be created; enterprises will be guided to implement process upgrades and equipment improvement transformations around equipment digitization, production networking, energy low-carbonization, and production purification, and by 2027, 500 green factories will be cultivated in total; enterprises will be guided to accelerate equipment renewal, production capacity enhancement, and product upgrades, by 2027, the cumulative investment in equipment in the industrial field of Shanghai will reach 400 billion yuan, with equipment renewal accounting for about 50%; for major R&D projects such as basic software and industrial software, the additional investment quota and support ratio will be relaxed, the support ratio is up to 30% of the additional investment of the project, and the support amount is in principle not more than 100 million yuan.

Promoting large-scale equipment renewal and the expansion of innovative product applications is an important means to accelerate the new industrialization and promote the high-end, intelligent, and green development of the manufacturing industry, which is of great significance for accelerating the construction of a modern industrial system.
